Regulation on the tariff of the University of Iceland for various services to students etc., and the collection and disposition of the registration fee, no. 244/2014, with appendices

Article 1. Collection of revenue in addition to that allocated from the national budget.
In accordance with Article 24 of the Act on Public Higher Education Institutions no. 85/2008, the University of Iceland is authorised to collect revenue in addition to that allocated from the national budget. The University Council shall establish more detailed regulations concerning the collection and disposition of the fee in accordance with the same article of law. This tariff and Regulation are established in conformity with this.

Article 3. Confirmation of registration, due date and deadline for the registration fee.
The deadline for the registration fee is as follows:
- 4 July for registration during the advertised application periods (March/April for enrolment in postgraduate studies, March/June for enrolment in undergraduate studies, December/January for international applicants).
- 4 July for registration in continued study (March/April) for the next academic year.
- 6 January for registration during the advertised application periods in the spring semester, if applicable (September/October for postgraduate applications, October/November for undergraduate applications).
- 20 days after a doctoral student is accepted into the University.
Should the deadline fall on a Saturday, Sunday or other public holiday, it shall be postponed to the next following working day.
Payment authorisation becomes invalid on the deadline, 4 July. From 5 July up to and including 4 August, students who have not paid the registration fee before the deadline can apply in writing for permission to register outside the advertised registration periods. Applications must be submitted to the Student Registration. Students granted permission to register shall pay the registration fee with a surcharge of ISK 10,000 no later than 4 August, thereby confirming registration at the University. From 4 August, this will no longer be possible and students will not be permitted to register. Students who have been authorised to commence study in the spring semester must confirm registration before the deadline, which is 6 January.
Article 4. Right to a reduction in the registration fee.
The sum of the registration fee, currently ISK 75,000, is determined by legislation for a full academic year, cf. Article 2. Reduced registration fees are authorised in the following situations:
- Students affected by disability, which could affect the progress of their studies, shall pay ISK 55,000, cf. Article 2.
- Students permitted by their faculty to take leave from their studies for one or two semesters in the same academic year shall pay ISK 10,000, cf. Article 2 of this Regulation and paragraph 5, Article 48 of Regulation no. 569/2009.
- Students studying on the basis of a student-exchange agreement between the University of Iceland and another university shall pay ISK 10,000, cf. Article 2. Visiting students generally take one or two courses at the University as part of their programme at their home university, where they pay the full registration fee.
- In the event that there is no student-exchange agreement between the University of Iceland and the home university, visiting students shall pay ISK 20,000, cf. Article 2, on the condition that the university in question submit an official request in writing that the student take courses as part of a programme at the home university. Visiting students are required to pay registration fees at their home university in full and to take a maximum of two courses (10 credits) per semester at the University of Iceland.
Article 5. Exemption from the registration fee.
International exchange students, in accordance with agreements to which Iceland is a signatory, and guest students from other public higher education institutions in Iceland are exempt from the registration fee, on the condition that they have paid the fee at their home university. Exemptions from the registration fee may be granted in cooperative agreements between the University and foreign universities, in particular those regarding Master's and doctoral studies.
Article 6. Refunding of the registration fee.
The registration fee will not be refunded if a registered student discontinues studies.
It is only possible to refund the registration fee if the decisions of a University faculty or other official body invalidate the reasons behind a student's wish to enrol. In such cases, a reasoned request shall be sent to the Student Registration before the beginning of the semester.
Article 7. Application for registration outside of the publicised registration period.
The head of the Division of Academic Affairs may, in exceptional cases, e.g. due to illness or other unforeseen circumstances, permit individual students to register during periods other than those outlined in paragraph 2, Article 48 of the Regulation for the University of Iceland no. 569/2009, cf. in particular Article 3 of this Regulation. In such cases, a reasoned request shall be sent to the Student Registration.
Article 8. Disposition of the registration fee.
The registration fee shall be recorded by the University governing bodies in conformity with the national budget. The University Council shall dispose of the registration fee for those purposes covered by the fee in accordance with the law.
Article 9. Handling and processing fee for international applicants.
The handling and processing fee for applications from international students from countries outside the EEA/EFTA, excepting the Faroe Islands and Greenland, is EUR 50.
The handling and processing fee is based on the work involved in receiving each application, reviewing it and the accompanying supporting documents, contacting applicants regarding, e.g., missing supporting documents, evaluating the application and processing it. The fee is reckoned in euros for international applications.

Students at the University of Iceland may at any time, free of charge, access an overview of their studies on the University intraweb, Ugla, and on completion of their studies shall receive a degree certificate, a graduation transcript and a diploma supplement in Icelandic and English. Should students wish for a certified transcript of their studies at the University of Iceland, such as certification of their attendance, an overview of their studies, a description of completed courses or a copy of their diploma certificate, they will be charged. Charges for transcripts are based solely on the cost of paper and printing. The cost of translating older degree certificates is based on the translation work, and the cost of sealing documents covers an envelope and a label, without postage costs.

Article 11. Processing of survey data.

Surveys will be issued on request to a sample of students taken from the Student Registration data, in accordance with instructions from the applicant, a member of teaching staff or a student. Surveys will only be issued for assignments worth 10 or more credits. Processing takes approximately 1-2 hours and a reissue is included.

Costs cover, for example, wages of examination invigilators, variable wages of janitors, examination papers, hiring of computer labs (which applies to around 20-30% of examinations), administrative and postage costs, applicable to distance examinations. No fixed expenses, such as fixed wages, are included.

Fees for conference recording are based on equipment hire, wages, programs, computer equipment, etc. The program eMission is used to record lessons for courses open to distance students and, when applicable, other lectures or seminars; it is also used in the creation of various teaching materials. The annual fee for hosting and handling is estimated on the basis of 10-15 recordings per year.

Consultation services to students and teaching staff are VAT free. VAT is added to consultation services to parties outside the University of Iceland. Assistance provided for two hours or less, or through social media, is free of charge.
This tariff is based on the overhead expenses of providing statistical consultation, i.e. staff salaries, development of consultation services (e.g. an informative website), accommodation and other facilities. The tariff for students is subsidised by the School of Health Sciences.]1

Article 17. Admission charges etc. for the exhibition "Lend me wings. The life and impact of Vigdís Finnbogadóttir" hosted by the University of Iceland in the Telegraph Station on Suðurgata.
- General admission, which is valid for one year, will be ISK 1,950.
- Admission is free for children under 18, disabled people, employees and students at the University of Iceland.
- Admission for students (other than UI students) will be ISK 1,100 and is valid for one year.
- Admission for senior citizens will be ISK 1,100 and is valid for one year.
- Groups of over 15 people will receive a discount, with each member paying ISK 1,700.
- The Telegraph Station will be authorised to charge a competitive refreshments fee for groups requesting this service.
- The Telegraph Station may also sell books and other merchandise related to the exhibition and the building at competitive prices.
Prices are based on the cost of operations in the Telegraph Station and prices for comparable exhibitions and museums as well as other collections in the vicinity. Admission charges will not fully cover the cost of running the exhibition, but will reduce the need for government funding.
Article 18. Measurements of physical abilities by the School of Education’s Research Centre for Sports and Health Sciences.
The Research Centre is working with sports organisations to carry out measurements on athletes and with various institutions to carry out measurements on medical patients and the general public. Researchers are using the most up-to-date instruments, many of which are not available anywhere else in Iceland. These measurements are used for teaching, research and development purposes. All participants whose physical abilities are measured at the Research Centre sign an informed consent form beforehand.
1) Measurement of strength, speed and agility ISK 15,000 per person.
2) Measurement of endurance (Vo2max +lactates) ISK 20,000 per person.
3) Measurement of strength, speed, agility and endurance ISK 30,000 per person.
Measurement 1 takes 30-40 minutes per person.
Measurement 2 takes 40-50 minutes per person.
Measurement 3 takes 70-90 minutes per person.
This tariff is based on the payroll expenses of the employees conducting the measurements and other associated costs, e.g. gloves, masks, oxygen tanks, equipment maintenance, and building rent. The fees cover part of the costs of offering these services.
VAT is added. Service fees shall be financially separate from other operations at the Research Centre and care taken to ensure that services are not subsidised with other income, in accordance with the provisions of the Competition Act. The tariff shall always take into account information on the pricing of similar services offered on the public market, to the extent that such services are available. Overhead charges shall be in accordance with the provisions of Article 73 of the Regulation for the University of Iceland no. 569/2009.
Article 19. Legal basis and entry into force.
This regulation, adopted on the basis of the Act on Public Higher Education Institutions no. 85/2008, cf. especially Articles 48 and 71 of the Regulation for the University of Iceland no. 569/2009, enters into force immediately. At the same time Advertisement no. 287/2012 on University of Iceland tariff for services to students etc. is repealed.

Appendices
A. Explanatory notes on Articles 2 and 3.
The sum of the registration fee is decided on the basis of the Act on Public Higher Education Institutions no. 85/2008. For the year of 2014 the registration fee is ISK 75,000 and shall be collected before each academic year.
In accordance with paragraph 3, Article 24 of the Act, those granted permission to register outside the advertised registration periods may be charged a 15% higher fee. The estimated average expense of this is around ISK 10,500 per student, on the basis of 2,000 students granted permission to pay one month after the deadline for the registration period. This Regulation reckons on a surcharge of ISK 10,000, equal to an approximately 13.3% increase on ISK 75,000. This expense, in addition to the inconvenience caused to the organisational workings of the University, arises due to, in particular, services during the summer break (from the Student Registration, the service desk and Computer Services) which would otherwise not be provided except at an absolute minimum, in addition to student access to computer rooms, the library, reading rooms, etc., over the summer.
In accordance with item a of paragraph 2, Article 24 of the Act, the University may space out the collection of the registration fee proportionally over the academic year, and at the same time may recommend a reduced registration fee for low-income students living with disability or invalidism, cf. Article 2 of the Act on the Affairs of Disabled People no. 59/1992. Such regulation may be based on income and whether a reduction is in the form of a fixed sum in ISK or a proportion of the registration fee, cf. paragraph 4, Article 24 of Act no. 85/2008. In this Regulation, the reduced registration fee for students living with disability or invalidism and holding a disability card / receiving a rehabilitation allowance from the State Social Security Institute is ISK 55,000; this is based on a fixed sum in ISK and is not dependent on whether students are registered for an entire or half academic year. The registration fee for visiting students is a fixed sum in ISK based on the work involved in their registration and the services they are provided. The same applies to students granted leave from their studies for an entire semester or longer; they shall seek the permission of the relevant faculty and register annually, for the duration of the leave, on the condition that they comply with provisions regarding the deadline for completing their studies. The period of leave can be up to a maximum of one year at a time, and does not prolong the maximum period of study in accordance with the regulations of the relevant faculty. The student shall pay part of the registration fee during the period of leave, i.e. ISK 10,000, which is later deducted from the registration fee due when the student returns from study leave, if this occurs within the same academic year.
Part of the registration fee is allocated to Icelandic Student Services and to student organisations in accordance with specific agreements, cf. paragraph 4, Article 24 of Act no. 85/2008.
If a student's application to study at the University of Iceland is accepted, the Student Registration shall issue an electronic invoice for the registration fee as well as an electronic claim that will appear in the student's online banking account. The same applies to the annual registration for students already studying at the University. Payment of the registration fee shall confirm a student's registration at the University.
B. Disposition of the registration fee, in accordance with Article 8.
The registration fee is recorded by the University governing bodies in conformity with the national budget. The University Council shall dispose of the collected registration fee for those purposes covered by the fee in accordance with the law, i.e. the recorded expenses of registration and services, other than teaching, minus the expense that the University is authorised to collect separately, cf. items b to e of paragraph 2, Article 24 of Act no., 85/2008:
